The Royal Victorian Medal E11R in bronze was only awarded to foreign nationals and is quite rare. Only 10 awards were made between 17.1.1968 to 28.2.1986, 17 years, almost one every 2 years. So, on average to 2022 only another 36, possible total of 46 which makes this a rare medal.
